cec (chartered engineer's certificate) chartered engineer’s (ce) certification / inspection is required for the exportation of used (second-hand) goods / equipment / machineries to india. The operation test and packing inspection are carried out to check the operational condition, residual life, the evaluation of transaction price, inspection of detailed parts of the equipment, quantity and packing status of used goods. Ce inspection is to be performed by an inspection agency authorized by the government of india. In addition, this certificate issued after inspection is one of the obligatory documents to be submitted at the time of customs clearance, and customs clearance cannot be completed without ce certificate. cerins is a registered member of the iei (the institution of engineers india) which is a government authority in india. In addition, cerins conducts inspections tailored to the needs of customers in all parts of the world based on its branches and agent networks, including headquarter in korea. inspection application: the exporter must fill in the request for inspection (rfi) with the date and time of the inspection and apply to cerins with the following documents. copies of l/c and/or proforma invoice (or sales contract); packing list (estimated packing list before inspection – after inspection, finalized packing list can be submitted to cerins); operation history document of goods/equipment/machinery (contents of repair, changing of equipment or its part, and costs for maintenance); document evidences to prove sales price (commercial invoice/contract value); declaration letter for remaining operating/service life. operation test: quality review of goods; check quantity and spare parts; container loading supervision. issuing certificate upon the completion of physical inspection and the shipment of the goods, please submit the final copies of the below listed shipment documents.
